The needs of the society surrounding real estates is now being more and more diversified and complicated because of  globalization and deregulation of the economy in this age of rapid progress. The information collection and the business flow are also changing rapidly because of the widespread Internet. Moreover, because of the impairment accounting to be introduced from the business year of March, 2006, or optionally of March, 2004, the public role of real estate appraisal will be more closely related to enterprise activities.
It
has been about ten years since the real estate appraisal of bad loan write-offs was adopted, and it is estimated that bulk and swift write-offs will be needed in several years ahead.
Management capability and high-degree expertise to deal with a wide variety of  complicated assignments in bulk, as well as swift, inexpensive and accuratehandling of business affairs, are needed in appraisal of impairment accounting for capital assets and in appraisal of collateral for bad loans. Most of our offices, real estate appraisers, are apt to be so self-reliant and so limited in scale that many of them cannot cope with these social needs.
In
the construction industry, where public works are reducing, industry realignment such as business alliance or entering new markets is now under way. Especially in the local industries, many of small and medium-sized companies, which perform essential roles to improve infrastructure and to offer employment opportunity, are forced to promote business innovation and alliance with their counterparts to cope with such environment as is rapidly getting more serious.
Also
in the appraisal industry, it seems that the surrounding environment is getting more and more serious among us, real estate appraisers, and our competitive professions who are entering new fields related to our appraisal business to comply with the new social needs. So we need to secure our competitive position in this environment by complementing one another's areas which each independent office cannot cover, by making application programs for common use and by developing new business fields in cooperation.
Therefore,
we consider that we need to establish a cooperative association, taking this opportunity when the impairment accounting for capital assets is to be introduced, and unify liaison offices with clients, put together know-how of each appraiser, and standardize report forms, so that we can cope with the social needs.
From these points of view, we have established this cooperative association, "Real Estate Appraisers Network," of real estate appraiser's offices for purposes of improving our expertise more, performing jobs more effectively to cut down expenses, and contributing to the public.
